Overview
The Country Fire Authority (CFA) is one of Victoria’s most critical emergency organisations, powered by tens of thousands of volunteers working alongside career firefighters to protect lives, property and communities. Beyond responding to bushfires, structural fires and road accidents, CFA plays a central role in education, preparedness and community awareness. VP Agency was engaged to help bring these educational messages to life visually, producing a suite of videos that would make safety information more engaging, accessible and consistent across the state. The objective was to develop content that could support training, community outreach and long-term learning initiatives, while authentically reflecting the people, locations and everyday environments that make up CFA’s identity.
The Challenge
Before this project, much of CFA’s information lived within documents, presentations and in-person sessions delivered by local brigades. Although the material was strong, the challenge was translating complex safety messages into content that was easy to understand and emotionally resonant, something that would feel relevant whether viewed by community members, volunteers or partner organisations. Striking the right tone was equally important. The work needed to reflect the seriousness of fire safety and emergency response, while still feeling warm, human and community-centred.
Logistics added another layer of complexity. Filming took place across multiple locations including Langwarrin, Mount Eliza Regional Park, Shoreham, Diamond Creek and Burwood, requiring tight coordination around volunteer schedules, local brigade availability, weather variables and operational readiness. Every shoot had to be conducted safely, without interrupting CFA activity, and in alignment with strict emergency-service protocols. These challenges shaped the approach significantly, prompting a production structure that operated like a series of coordinated sub-projects, each with dedicated planning, foresight and contingency.
The Solution
To meet CFA’s goals, the VP Agency developed a production strategy that blended training-style communication with real-world storytelling. Rather than relying on studio environments or actors, the videos were built around everyday volunteers, operational settings and contextual visuals that reflected the reality of CFA work. Pre-production workshops with CFA helped categorise the eighteen-video suite into topic-based modules, ensuring each piece could stand alone or function as part of a larger learning framework. Scripts were intentionally clear, conversational and guided by subject-matter experts to ensure both accuracy and accessibility.
Collaboration was central to delivery. CFA assigned topic owners to validate messaging and technical details, while VP Agency coordinated scripting, filming and editing through structured review loops. Approvals moved through a defined pathway, allowing communications teams, community engagement leads and brigade representatives to refine content as it progressed. Safety remained a non-negotiable focus, with formal briefings embedded into every shoot and careful attention paid to how procedures, equipment use and risk scenarios were portrayed on camera.
Deliverables
VP Agency produced eighteen videos for CFA, forming a comprehensive content suite for training, community engagement and public education. These assets were designed for flexibility, with potential for long-term use across fire seasons, recruitment cycles and future safety campaigns. The deliverables included behind-the-scenes photography, which now supports wider communications and promotional material. This content was developed for deployment across CFA’s website, social channels, community events, presentations and internal learning environments, thus, ensuring the messaging could travel widely and scale with organisational needs. To maintain consistency, every asset adhered to VP Agency’s standard for high-quality visuals, strong audio, coherent branding and structured learning objectives.
