Overview
Emergency Recovery Victoria (ERV) is a permanent Victorian Government agency responsible for leading state and regional relief and recovery coordination after disasters. They support individuals, families, communities, businesses and regions affected by emergencies such as bushfires, storms, floods and other major events. Working across government, industry, councils and community networks, ERV helps communities recover in a way that strengthens resilience, supports wellbeing and protects places and environments.
With such a critical role, clear communication is essential. Visual Production Agency partnered with ERV to create a suite of video content designed to communicate support programs effectively, guide affected communities through recovery processes and highlight real stories of resilience and renewal. These videos presented ERV’s work in a way that was informative, human-centred and accessible.
The Challenge
Recovery efforts involve many layers including community wellbeing, infrastructure rebuilding, environmental restoration, economic support and coordination across multiple agencies. Communicating all of this clearly and respectfully is complex, particularly when audiences may still be dealing with trauma, uncertainty or loss.
ERV’s communications also needed to reach diverse groups such as community members, councils, recovery workers, government partners and stakeholders. Each audience requires its own level of guidance, clarity and emotional sensitivity. In addition, recovery environments change rapidly, meaning content needed to be relevant, timely and adaptable.
Producing communications that maintained empathy, accuracy, government credibility, accessibility and professional visual standards added further complexity. Every piece of content had to align with ERV’s role, responsibility and values.
The Solution
Visual Production Agency developed a structured, flexible approach that prioritised clarity, sensitivity and collaboration with ERV teams. The production strategy included developing modular content that could serve different needs including community-facing information, incident case studies, induction and training resources, stakeholder updates and promotional or educational communication.
Content was filmed and produced with a trauma-informed approach. Stories from affected communities were captured with care, avoiding sensationalism and focusing on support, resilience and practical outcomes.
Close collaboration with ERV ensured messaging accuracy, relevance and alignment with ongoing recovery efforts. Review cycles and stakeholder approvals supported consistency in tone and presentation.
All videos were produced to high technical and accessibility standards. Thoughtful editing, clear messaging, subtitles and visual consistency enabled content to be used across broad contexts including public communication, training and government distribution.
